A panel saw can be purchased from Northern Tools and Tool King stores nation wide. This saw can cost anywhere from $300-$2,500 depending on the manufacturer and attachments.
The term panel saw is just another term for a saw that you can use in your hand (thus hand saw).
One may purchase a panel saw at Lowes. One may also look to their local hardware shop to purchase a panel saw. Amazon also has panel saws one can purchase.

You have to buy the small panel of glass first if it's available, and then find a way to breake down the frame. That could be rivets, screws, or even a metal saw. but is usually more expensive than the whole slider itself. I am in auto glass and have only replaced a small panel once in 25 years. It is a pain and not worth the effor. Just buy a whole new unit.
A deaf man could indicate his desire to buy a saw by using written communication, such as writing "saw" on a piece of paper or typing it on a phone. Alternatively, he could use gestures or point to a saw displayed in the store. If he knows sign language, he might also use relevant signs to convey his request.
You could use the word "substantially" instead. Say you saw someone after a lot of years, you could say they had changed markedly. Or if someone did something good or bad that affected someone else a lot you would say that it had affected them markedly.
It means "I came, I saw, I conquered"
