Both queens of England who have had the name Elizabeth were born with that name. However, it is not always the case that a king or queen uses their "birth name" as their "regnal name". For example, George VI was christened "Albert Frederick Arthur George" and was always known in the family as "Bertie", but chose to be called "George" as king.
When Princess Elizabeth was informed that she was now Queen of England, she was asked by what name she wished to be known, as is said to have replied "My own, of course." Should her son Charles, Prince of Wales succeed her, it is widely believed that he would wish to be known as "George VII". Of course, he may find that the public has known him as "Charles" for so many years that he would find it hard to change that.
During his brief reign, George VI's brother chose to be called "Edward VIII", the family had always called him "David", but the press called him "The Prince of Wales" - so there was no conflict of perception. Those were more formal times!
