Romeo is lovesick for Rosaline, who has vowed to remain chaste. Romeo's cousin Benvolio suggests that they sneak into the Capulet's feast so that Romeo can get his mind off of Rosaline. When Romeo and Benvolio crashed the party Romeo met Juliet and they fell madly in love with each other.

The place they meet is at a feast in Capulet's house.

At a ball or party at Juliet's parents' place. Romeo had crashed the party because he wanted to get near Juliet's cousin Rosaline who he knew was invited to the party. When he saw Juliet he forgot all about Rosaline. He went over to where Juliet was and grabbed her hand, saying that if he had offended her by taking her hand, he would be happy to kiss it better.
