Like anything else in business,it is a supply and demand world. The demand is very high right now because of Obama's Reelection and his threat to gun owners and their rights as assured by the Constitution, and the ability of the ammo manufactures to keep up with production. The ammo companys just cannot keep up with demand.
I liken this to the crowds I have observed at guns shows in major cities. A show might easily pull in 10 thousand people in a metropolitan area supporting 10 million. Of the 999 people out of a thousand who had no interest in guns prior to, say, November 2012, only one of them has to get spooked toincrease the demand for guns & ammo by 100%. If half of the 999 get spooked, demand has increased by 500 times that.
Competiton for the existing supplies of new manufacture ammo by official agencies has been reported but has not been proven.

You should. Upgrade a gun that both of the players have completely. Then, go to bonus features and buy infinite ammo for that gun with Exchange Points. And lastly, Turn on infinite ammo in special options.
Go in the teleporter to pack-a-punch your best gun for 5000 points to get more ammo, make the gun stronger, and have a better design.
Yes. Loading in too much ammo can actually jam your gun.

No, and you can't drive a car with no fuel. A gun is a device to launch ammunition. You can "dry fire" a gun with no ammo, but that is not good for SOME guns.
