When you cross a quarter horse and a thoroughbred, you will get an appendix quarter horse. The paint may or may not come out in the foal. That is all in the genetics, and I would need more info to tell you that.
Paint is a breed of horse based on bloodlines, so no a Hanoverian cannot be a Paint. They can however have Pinto markings, it is rare for this to happen within the Hanoverian breed, but it can occur, and they can be registered as pintos as well as Hanoverians.

You will not see a Paint horse in the Kentucky Derby. The Derby is for Thoroughbreds only. A Paint is a spotted horse with Quarter Horse and Thoroughbred bloodlines.
normally it is called a "paint" The word "paint" can be a little confusing as I believe any horse that has white above the knee can be called a "paint" however it would not necessarily be a "splashed paint". For example a purebred clydesdale has white above the knee and they are called a clydesdale not a paint. Also you can breed two paints and the offspring may not have any white at all. In the USA there is only one breed called Paint, that is the American Paint Horse, whose parent registry is the American Paint Horse Association (APHA). All other part colored horses are pintos.Other breeds may carry the pinto genes/ patterns, but are not considered Paints as they do not come from Paint horse stock.
