Legislators create Acts (laws) to correct a problem or to initiate a change (such as a Tax Reform). When an Act is created, it continues unless the Legislature repeals it, e.g. ends it. So as a different example, the Americans with Disabilities Act (ADA) began in response to prejudices and unfair treatment that people with disabilities faced every day. The ADA will continue---period. It may be revised, or it can be repealed if there is good reason to do so.

The Civil Rights Act came about to try to bring order and justice for Americans who felt they had no rights, namely Black Americans. It ended, by law, certain practices that had persisted from the 1700s to the 1960s. It also tried to open new pathways for Blacks to be more equal with Whites.


By the way, in answer to "where", any Act that is repealed (ended) would occur in Congress in Washington, D.C. But the Civil Rights Act will not be repealed.
