The shady looking character is a member of Team Rocket. You will him in Cerulean City Gym. Go there and Team Rocket member will run and tell that the missing piece is behind the two inflatable tubes of the gym. Find it and go o Nugget Bridge. The Team Rocket Member will hide between the two people. Go up to him and battle him. Defeat him and go back to the power plant. Talk to the manager again and he put the missing piece back in and he'll reward you with Tm Charge Beam. The power Plant problen is now solved. Now Misty is unlocked as well.
