I believe Santa would win hands down since Frosty doesn't have fists but tree limbs for arms.It wouldn't be to smart for Frosty to try to take on Santa to begin with. For starters, all Santa would have to do is snatch off Frosty's magic hat. He would be left standing there as nothing but a plain old snowman. Santa is also backed by a flying battalion of reindeer, and the blackmail factor of the naughty list. I've also heard rumor that Mrs. Claus often has Santa's back with that wicked commercial rolling pin that she makes all those cookies with. Santa planned ahead and added a protection clause into the elves employment agreement. They may not be big, but they tend to attack in swarms. So, even if Frosty did somehow manage to overtake Santa, Santa's mob would make snowballs out of Frosty in no time flat. There are many beneifits to just staying on the nice list, but Frosty already knows this.

If you're talking about Blue Rescue Team then you go to a place called Frosty Forest, which will soon lead to a place called Frosty Grotto (These should both be in story mode). Frosty Forest only has 9 floors and the first few floors are mostly inhabbeted by Furret and Azurill. Later you'll run into Nosepass, Ditto, and Piloswine. Later still, you'll find Mightyena, Larion, and Snorunt. Frosty Grotto only has 5 floors and only consists of Rhyhorn and Metang, until you meet Articuno, of course. Articuno is easy to beat and is at lvl. 33, although it's move agility can be annoying. Powder Snow is bad for grass types, too, but a good fire type should take it out quickly. Now to recruit it is another matter. Make sure it's only you and your partner so that you have room for Articuno. Make sure both you and your partner are over lvl. 33; the higher the better! The leader, you, must strike the final blow (you might want to have a calculator on hand as Articuno has 450 hp.) and must be directly in front of Articuno. After that, I'd go after Zapdos and Moltres to complete your legendary bird collection. Also if you have a friend bow it will increase your chances even more. If you lose or get beaten, you can try again... and again.
