My mom had a 4 door daewoo leganza and my sister a 2 door daewoo lanos hatchback. Those cars are a piece, and the parts are difficult if not impossible to find. Id say its time to go looking for another used car.
The windshield washer pump is attached to the washer fluid reservoir. You will find 2 pumps attached to the reservoir. The other pump feeds the rear window. The reservoir can be unbolted and removed from the engine compartment.
It appears to be under the windshield washer fluid tank
Near side front wing, loosen wing liner plastic, the washer bottle is there, has 2 motors. A 10mm spanner can be used to remove the 3 retaining bolts. The 2 tubes and 2 wiring plugs are pull off. The whole bottle complete with motors can be removed. The 2 motors are held in by rubber washers and just pull out. Both motors have a filter inside the intakes, these are prone to blockage, they can be removed and cleaned. A common problem with Daewoo.
If it is the same as the 2000 Daewoo Lanos, it will be located inside the car on the passenger side. You will have to remove most of the lower dash (black plastic) to find it, there are about 30 (7 mm) screws that need to get removed and the fan will have to come out to access the expansion valve block. The expansion valve itself is held in place with (2) 8mm bolts.
a local salvage yard, is usually the cheapest, but if you want new parts, then go to an advanced auto or napa, they are usually the cheapest

I have A 99 daewoo Lanos with the same problem. I took apart my dash to find that the control cable has a broken shield over it. to easly check this your self just above the gas peddle and to the right there is your heater box on the side ov it is a control lever for diferant settings see if you can move it.
