All of New York City's neighborhoods are racially and ethnically diverse, with the notable exception of the Upper East Side, which is a predominantly white neighborhood (and, coincidentally enough, also the richest neighborhood in the city). So there is no place where "most of" them live.
But East Harlem is also called Spanish Harlem because it is a predominantly Latino neighborhood. The Lower East Side was home to a large Latino community as well. In fact, Avenue C on the Lower East Side is nicknamed, "Loisaida Avenue," because that's what, "Lower East Sider" sounds like in a Puerto Rican accent.
But a lot of the Lower East Side's Latinos have moved out since the neighborhood has been getting more and more trendy, upscale and generally gentrified.
