With composition shingles, no felt is necessary between shingle layers. When the exposure of the shingles is the same as the old exposure, the bottom edge of the old shingles is used as a guide for the upper edge of the new shingles in placement. This ability to place the shingles would be lost if covered with felt.
If there is only one set of shingles on the roof, cover over it. If two, remove the old and then apply the new.

no if you had chicken poks when you were little and you go through a lot of stress you can get shingles my grandma had them
You catch shingles in old age because you had chicken pox as a child. Children catch chicken pox from other children with chicken pox or from old people with shingles. While no one inherits shingles, it may seem that way because children who caught chicken pox from their grandparents with shingles will give chicken pox to their grandchildren when they get old and get shingles unless the grandchildren get a vaccination for chickenpox.
Best to go to the doctor, because lots of conditions look like shingles. Also, if it is shingles (and not something else) the best treatments are prescription-only.
