Most Koreans would say that Seoul is the best place to live in Korea as it has the best access to all sorts of things, such as foreign cuisine, restaurants, nightclubs, movies, technology, jobs, etc. However, it depends on what you are looking for. There are a number of wonderful fishing villages in the south that are very beautiful. Jeju Island is the "Korean equivalent of Hawaii" and is seen as very exotic. There are Buddhist Monasteries that are very relaxing places, etc.

South Koreans primarily live in South Korea. About half of South Koreans live in the Seoul metropolitan area and the other half live in major cities or the countryside. Outside of South Korea, there is a large Korean community (>200,000 persons) in China, USA, Japan, and Canada. Of course, there is only a political distinction between North Koreans and South Koreans, not an ethnic one, so you could also say that the population of North Korea is entirely South Korean as well, although any perceived loyalty of North Koreans to the government in Seoul is a capital offense.
