And remember, they are in separate packs, not just one huge pack as your making out. Some aren't even members of packs, some go it alone, normally causing a bad affect when faced with other werewolves who are in packs. You have to consider that too. If you are writing a book you could make one werewolf leave their pack to leave another, only to find it was a trap, and then be saved by their "ex" pack or something like that. But no, werewolves don't normally reside. Unless of extreme circumstances.
