Mix pure water (Distilled is best and cheapest.) with antifreeze in equal quantities and add directly to the coolant reservoir. Top off till a little over the max line to ensure you don't get low coolant light.

You can find the 1997 Mercury Cougar low pressure port on top of the air conditioner compressor. The low pressure port will have a blue top.
Yes. Never add pure antifreeze. Pure antifreeze will actually freeze before a 50/50 mix. Add coolant that is a 50/50 mix of antifreeze and distilled water. You can buy it already pre-mixed.
The reservoir on my 2000 Cougar is behind the front passenger strut tower, it should be the same on your 2001, they are the same car under the hood.
With the New Edge Cougars, there is no way to add coolant directly to the radiator as is common on many cars. Instead add it to the coolant reservoir, remember to top it off slightly higher than the "MAX" line, otherwise the low coolant light might come on if on too steep of a slope. The Cougar uses standard -32 degree F coolant, mix only with distilled water per coolant manufacturers recommendations.
This is one small problem with this generation Cougar, is that many of the low coolant sensors give false readings, saying that the tank is low when it is in fact, at the MAX line. To correct this, you can safely add coolant about .5"-1" above the MAX line without the reservoir overflowing when the engine get's hot.
