I have a 92 Ford F150 and the cap is on top of the radator, but you can also add water via your overflow since your over flow is up higher, it will still drain into your radiator.

I have had a 1997 Expedition for 5 years. It has the 5.4L engine. It is the same animal as a 1998. We get about 18 mpg on the expressway at 70 mph. It will be less on hills, driving into a head wind, etc. Local driving is more like 12 mpg - nasty. If you don't need the horses, go a size smaller unless you like visiting your local gas station. Just to add from above, the 4.6L was the better engine for the first two years of the expedition. In 1999, the 5.4 went on top.
