You don't. The RX is not a three-person PWC, so you can't tow a skier. You need a driver, an observer (to watch the skier and tell the driver if they are in distress), and a skier. That's three people. By law, the skier counts as an occupant of the craft. By law, you must have an observer on the PWC so the driver can concentrate on driving.
Get the rope, the unbroken ski and a berry from the bush. Attach the rope to the unbroken ski then attach the berry to the rope. Go to the river and fish a fish.
There is no VIN number on a Sea-Doo Jet ski. There is a HIN number which serves the same purpose. Therefore you cannot decode it.

If you don't have a ski attachment which you probaly don't you can tie it to the handle on the back of the jet ski, if they are on either side of the seat I recommend buying a double attachment rope where you can attach the rope to two spots to prevent all the weight from staying on one point, when you turn or to prevent the seadoo from pulling to one side...
