There is a threaded socket at the front of the car near the lower grill on the drivers side. There is a plastic cover piece over the area that can be removed by squeezing it. The large metal eye bolt in the trunk (under the carpet near the spare tire) can screw into this threaded socket. Similarly, I believe the eye bolt can screw into a socket in the lower rear of the car, which can then be used for emergency towing or to pull someone else out of something.

A tow hook can be on the front or the back of a vehicle , it is a convenient place to attach a tow rope or cable if you need to pull out a vehicle that is stuck in snow or mud etcetera
If you cannot start it there is no choice. You have to use a tow truck. Because the transmission will not allow you to switch to neutral without starting the car. If you can start the car you can shift to neutral ask one of your friends with a tow rope in the trunk to tow your car where you want to.

If you don't have a ski attachment which you probaly don't you can tie it to the handle on the back of the jet ski, if they are on either side of the seat I recommend buying a double attachment rope where you can attach the rope to two spots to prevent all the weight from staying on one point, when you turn or to prevent the seadoo from pulling to one side...

Its a funny thing with Toyota. In Australia the '01 echo is rated to tow 1500 lbs. In Europe its rated to tow 2000 lbs. In Canada and the US, it has no towing rating and they don't recommend you tow with it despite the fact that it comes pre-drilled from the factory for a tow hitch should you want to install one. I think the difference from country to country is related to legal liability. Personally I have been towing with a 2000 echo for 3 years, up to 1500 lbs. I've experienced no damage or problems whatsoever. I do drive carefully, turn overdrive off, go slow, leave plenty of room between me and anything in front of me, etc. My echo has 170,000 miles on it and is still going strong. -I'm in Australia and have a 2003 1.4 Toyota ECHO hatch and it can tow a horse trailer!!!! a light horse trailer with only one pony/horse in it, but still! so i think that must be about 750kg for horse trailer & 550kg for a horse = 1300kg!! and its still going ok
