You can buy rosaries at religious stores, Catholic stores, online, or at thrift stores but I would recommend going to a Catholic church and ask for one from the priest. The priest can even bless it for you. Sometimes there are rosaries at the front entry of Catholic Churches that are for anyone who want to pray the rosary. You can also make one out of cord. Do a web search for cord rosary and you will find out how to make one.

Certainly. The rosary is a sacramental, but it is also an instrument. Like any instrument it is able to be shared amongst those that wish to share it. A rosary loses nothing from use. It is not okay to buy a rosary, for once a sacramental is blessed it cannot be sold, but it can certainly be given as a gift or borrowed.

That would depend upon your reasons, if you just want to learn about the rosary, and perhaps start praying it, then I think it would be a wonderful idea. If you want to buy a rosary for a friend who needs one, again, a good idea. If you are just getting one because you think they look good or for some frivolous reason, I would think that you would have more respect for Catholics who pray with them.
