it is very hard to find a Gyarados directly. So you will have to roam in the water or do alot of fishing to get a Magikarp. You will have to wait for it to evolve. You can leave it in the daycare or teach it some good move and fight with weak trainers to level it up.
I have 1 small cheat. Put your Pokemon in the daycare and leave your ds ON. Dont power it off. Plug in the power and leave it on for day with the Pokemon game on.
The next day you will have a super level magikarp

In Pokemon Red, Blue, and Yellow, the only way to get a Gyarados is to find a Magikarp and level it up til level 20. I think. And in Pokemon Diamond, Pearl, and Platinum, where you battle the elite 4, where you use waterfall to get up there. You can find a gyarados in there. Gyrados is level 20. Find a level twenty or twenty one magikarp and level it up by one for Gyrados.
there is no red GYARADOS that you can catch, dont make assumptions. the only way to get a shiny red gyarados is to find a random one and hope that the 1/8192 chance happens
