If your talking about the 95 Ford Explorer Limited Edition, there is a lamp module for the headlights (used by the computer to monitor status of the headlights) located in a steel box the size of a pack of cigarretes mounted to the lower inside of the center console directly below the computer display. The headlights are individualy powered by separate fuses which provide power throught the module to the headlights. The module directs fused power through a pair of high current resitors out to the headlights. The solder joints of these two resistors to the circuit board are notorious for cold solder joints.The circuit board is made in Amsterdam, and the module can run from $145-$175.Resoldering the two Resistors remedied the problem for me, with no outlay of money.

I don't think there is a relay for that car, but there is a LCM (Light or Lamp Control Module). Should be at the top of your fuse box, or above it.

On a 1998 F-150 , fuse # 26 is a 10 amp fuse for the right headlamp and the DRL module ( daytime running lamp module ) # 27 is a 5 amp fuse for the mainlight switch ( the headlight switch ) and fog lamp relay # 28 is a 10 amp fuse for the left headlamp In the interior fuse panel ( Helpfull )
