Simple Answer: France.

More Complex Answer: While France is certainly much more democratic than Saudi Arabia on account of the annual voting right, the French system is defined by a President who is much more powerful than the other branches of government. (In the United States, the President is weaker than the French President and the Legislative and Judicial branches are much stronger than their French equivalents.) This has led to a number of Frenchmen considering their President an "elected dictator". The counterbalance to the President in France is Public Protest which is much more widespread in France than many other countries.

There is nothing even remotely democratic going on in Saudi Arabia.
