under the drivers side steering wheel. put the indicators on and feel for the relay that is ticking.
Under the actual indicator. There are 5 screws holding the steering column cover together, remove them (all underneath the column) then under the indicator you will see the relay switch (black box thingy) Why do I know? I have a fiesta mk4 and the relay has gone, resulting in no indicators at all.. not even on the dashboard.

The relay for the heated rear screen on a Golf MK4 should be just below the heater controls on the dash. Look for a button that says rear defrost or something to that effect.
The wiper relay is located in the fuse box (driver side foot well)

on the relay plate under the steering column i hope mines gone dead. using a torque ( splined tip ) tool remove the two part pannel below steering column. relay plate is in there, fuse is 30amp.
Underneath the steering wheel, behind all of the trim. You need to unscrew all of the trim and pull it off to get to it.
