I hear you can find it by diving near sootopolis city and look in the grass, but they're rare so you'll have to have a lot a patients. also try routes 124 and 126 i heard they have promise.
Deity Link- what i did was get a Pokemon at level 35 EXACTLY and get a ton of max repels go under sootopolis and go around and use the max repel with the level 35 Pokemon in the front then go around and it will flush out a lot of the Pokemon you don't want so then you will be left with clamperl the possible surskit and relicanth to see i saw it first three Pokemon
