You just got to find a good deal :PI got mine for free because someone wanted to help people completetheir dreams for stuff they can't afford. I'm not sure people would sellyou Pegasus Tack for cheap very much these days though, becausepeople want to make money. I suggest just saving up for it. Sometimeseven your own buddies won't get it for you for christmas, although it'sa possibility, depending on your buds. xD

You can only walk over/on water if you are riding a pegasus, which you can rent for $1mil on Cloud Isle.
Where can you find the Ogre on HorseIsle?
A Pegasus cannot be owned in Horse Isle, so the only way you can get a Pegasus is to 'lease' it from the Pegasus Uniter, you can find the Pegasus Uniter on Cloud Isle and you have to pay 1 million for 2 real hours, beware though if you disconnect during the two hours, when you come back on the two hours will not start from where you left off. So if you have been offline for long, the pegasus will have gone back to the Uniter.

Anywhere in forests you can find them. They usually are not on horseisle itself, but if you travel you can find them. You can also find them on horseisle if you look hard. Sometimes people drop them on the ground. Then you can just pick them up.

Second quest you can do is for him is getting bird feed from the feed show in Wington. Third quest is for his pet. His pet is a...... PEGASUS!
