It's inside the roof. You can access it by the through the door at the small platform. However, that's not how you cool off the owner. Go to the factory, which is at the far left. You can use the elevator and the screwdriver to repair the electrical system there. You will receive a fan you can use to cool the owner, and also use to fly up to the small platform. The fan's off switch appears at the lower left of the screen. HOPE THIS WORKS! :)
