The clock is at the center of the workshop in the dream of the Binary Bard.
What you probably want to know is "where is the stopwatch?" -- You will find it in the chest on the lower deck in Captain Crawfish's dream, and you open it with the red key that is above the door on the upper deck.
When you use the stopwatch, it freezes time, letting you get through the open doors in Mordred's dream. However, you should wait to use it until you also have the Crystal Key (from the painting in Black Widow's dream). Otherwise you will have to play the spiky plants twice.
