The Daily Paper is the large building on Main Street that houses the newspaper. You can use the window washing scaffold to reach the top, where you can talk to the retired Superhero.

He is just "retired superhero." He doesn't go by any other name. He is on top of the paper building.
To get your super flying power (needed to chase Betty Jetty), capture the first five supervillains. When you do, the pay phone will ring on Main Street. Answer it to get your flying power (toggles on and off with an icon at bottom left). You do not have to talk to the old superhero on top of the Daily Paper, but he is the one that explains what you needed to do.
You can either fly by getting those big brown paper wing things on Time Tangled Island or when you go in the telephone booth in Super Power Island.
The tired (retired) superhero is on top of the Daily Paper building on Main Street. He tells you that you need to defeat the first 5 supervillains (all but Betty Jetty) without any super powers. But you don't need to see him when you do, because the pay phone will ring anyway, giving you the Super Flying Power you need against Betty Jetty. (This island is the best place to play ad-games because you can use your flying power in them. Not sure that was intended, but that is the case.)
Just one : flying power. After you defeat the other 5 super villains using your wits, you will receive super flying power, which you need to capture Betty Jetty atop the skyscraper downtown. The power only works on Super Power Island.

Main Street is where the blimp lands. To the left is the County Prison and to the right is Downtown. Main Street consists of the Comic Book Shop, the Masks and Capes costume shop, and the Daily Paper newspaper building (the multiplayer room).
Yes, but he isn't much help in catching the escaped villains. He says he is too tired. You will find him atop the Daily Paper building on Main Street. He does offer some moral support, telling you how you can get flying power by beating 5 of the villains. (see related question)
When you have defeated 5 villans you talk to the old guy on the building on the news paper and you talk to him, then you see the phone booth and it rings and you click on the door and click on the phone and it gives you the power to fly to beat the flying person! Your welcome! :)
