The tired (retired) superhero is on top of the Daily Paper building on Main Street. He tells you that you need to defeat the first 5 supervillains (all but Betty Jetty) without any super powers. But you don't need to see him when you do, because the pay phone will ring anyway, giving you the Super Flying Power you need against Betty Jetty.
(This island is the best place to play ad-games because you can use your flying power in them. Not sure that was intended, but that is the case.)
On Super Power Island, go to the Masks and Capes store to get your superhero ID. You can also costumize into a superhero outfit.

When you arrive on Super Power Island, the County Prison is across the water to the left of Main Street. Once you have a Superhero ID from the costume store, you can go there for information.

You will never get super strength! On superhero island u must find other ways to defeat the bad guys the one in the junkyard look towards the crane....and the others i forget, Betty Jetty is the last one you defeat.
It is at the far left. Once you have a superhero ID from the costume store, you can get valuable information about the escaped villains.
