On Super Power Island, go to the Masks and Capes store to get your superhero ID. You can also costumize into a superhero outfit.

When you arrive on Super Power Island, the County Prison is across the water to the left of Main Street. Once you have a Superhero ID from the costume store, you can go there for information.

The Superhero Handbook is at the Comic Book Shop run by Ned Noodlehead. But what you need more is the Superhero ID card from the Masks and Capes costume store.
Get your Superhero ID from the Masks and Capes costume store. You do not have to wear a costume. Once you have your ID, swim to the County Prison left of Main Street, where you will get information from the warden.
It is at the far left. Once you have a superhero ID from the costume store, you can get valuable information about the escaped villains.
You can get one at anytime after you have your superhero ID and the info from the prison. The vendor is in City Park.
You can't go Downtown to chase super-villains until you have your Superhero ID and the handcuffs from the County Prison. Get the ID at the Masks and Capes store, then you can see the warden at the prison.
The skyscraper is past the bank, downtown. You need to be a superhero to go downtown (get your ID from the costume store, and visit the prison).
The bank is Downtown, to the right of Main Street. Once you have your Superhero ID (from the costume store), you can get your information and handcuffs from the County Prison, and then head after the super villains.
