The locating device was thrown into a trash vent in the medical wing (infirmary) of the research station, north of the main base.
Once you have charged the rover, drive to the research lab. Drag the meteor away with the rover. Inside, there are two machines: one changes your eye color (upper right) and the other is a pressure chamber that changes your size by compressing your molecules temporarily.
Set the compressor to HIGH and activate the device. It will squash you flat, and now you can fit through the blocked door to the infirmary. But you have to hurry before you regain your normal size.
In the circular chamber, you need to use the hose to flush the locator out of the trash vent. Unreel the hose, then go up (toward the center) into the rooms that are in a circular pattern. When you reach the center, move to your right and go back down toward the outside, You should have enough hose to reach the waste chute, and you can use it to flush the locator out. You can retract the hose if you don't get there the first time, and try again. Exit the medical wing through the biowaste chute to your left.
To enter the Infirmary, you make yourself short by using the pressure device. To leave the Infirmary, there is a waste chute to the left in the maintenance area (where you find the locator device).
You will finally find Cdr. Salerno at the BioDome, but you will have to get the Locator Device from the Infirmary in the Research Station first. Use the pressure chamber to squash yourself down to squeeze through to the door.
Once you have recovered the Locator Device, you will find her in the upper room at the BioDome. But she escapes. Pick up her keycard and follow her to the Rock Lab. Get the geiger counter in the storage room (upper room at far right). When you use the counter to find the artifact, she will show up again.
There is no electric saw on Lunar Colony. To enter the Infirmary at the Research Lab, climb to the top and use the pressure chamber to temporarily squash you down, then quickly slip past the boxes that are blocking the door. The exit from the Infirmary is in the maintenance area.
After you chase her to the Rock lab, you can't find her again. When you use the Geiger Counter to find the Purple Artifact, she catches up to you.
Only Salerno still has a key card to enter the Rock Lab, but she can apparently get in without one. You only get a keycard when she drops hers at the BioDome. You cannot enter the Rock lab until then. Get the locator device from the Infirmary and you can track her down.
Once you leave the main moon base, your first stop is the Research Station in the upper right of the map. You can use the winch to move the meteor from the airlock. You will have to use the pressure chamber to make yourself flat and enter the Infirmary, where you will find the locator device for Cdr. Salerno.

You don't use one on the Purple Monolith. Use the rover's winch as you did with the meteorite, to pull the surface rocks away.
It is part of the Research Lab, just north (above) the main lunar base. You will find the Locator Device there. Drive there in the rover, pull away the meteor with the winch, and use the pressure chamber to squash you so you can slip past the boxes to the Infirmary door. Inside, grab the medi-hose and go straight up and left to the center hub, then back down and right to the maintenance area.
You get the keycard when you follow Salerno to the BioDome. As she escapes, she drops the card by the airlock. You will chase her in the rover to the Rock lab, but you also have to have purple eyes to fool the retina scan. You get them when you are at the Research Lab (upper right by the airlock). To find Salerno, you have to get the tracking device from the Infirmary.
To enter the Rock lab, you need a keycard (dropped by Salerno when you find her) and purple eyes that you can get from the machine in the Research Lab.
