To get eevee on pearl, go to hearthome city. See the house next to the pokecenter, go into it and talk to the girl. If you go there often enough with your Pokemon evolved/leveled up she will give you an eevee.
After obtaining the National Pokédex, go into Bebe's house in Hearthome City. It is the building to the right of the Pokémon Center. With 5 or fewer pokémon in your party, speak to her and she will give you a baby Eevee.
