Entei does not stay in one place, when you go to the burned tower you will see all 3 Legendary dog pokemon, when you go down to where they all scatter. Then you look on your pokegear map and you will see Entei and Raiku on there. then you try to catch them. Suicune, you can only catch him when you beat the Elite 4
