You can download a manual for a 1999 Honda from the Honda motor company website. Many auto-parts suppliers have manuals available from their website.

There are multiple credible and excellent sources for engine and parts diagrams for the 2001 Honda CBR 600F4 series motorcycle. Max Haynes' Service and Repair Manual "Honda CBR600F4 Fours 1999-2006" is one such source and Honda's "2001 to 2003 Motorcycle Service Manual," is another. These guides and exploded diagrams can be found through bookstores and online vendors.

I have a 2000 and the diagrams are on the top of the plastic housing. Not sure about the 99. Otherwise, you can probably find a service manual online somewhere.
Don't know of any resource online that will allow you to download the owner's manual, but you can subscibe to Honda service information. The matrix for access to all these sites is www.nastf.org
