After beating the Elite Four and fixing the trading machine on Island 1, Cerulean Cave will be open. Head north past the Nugget Bridge, and to the left, Surf the water. You'll come to the Cave immediately. Mewtwo is on the path that you do notneed Rock Smash to get to.
