Did you mean gulpin? if you did then you will be disappointed. Unless you get it in from ruby, sapphire or emerald I'm pretty sure you can't catch one in soul silver. Sorry to disappointment!
Bonus: to catch Hoenn and Sinnoh Pokemon you have to use the pokegear. On Wednesday turn the pokegear to "Hoenn Sound" to catch Hoenn Pokemon like Absol. On Thursday turn the pokegear to "Sinnoh Sound" to catch Sinnoh Pokemon like bronzor. Hope this helps!
