You can buy one at the Grand Exchange - look it up on the world map. Note that there are different types of staffs (or "staves") with different benefits. Instead of getting a plain staff, you might consider getting a staff of air (which requires no air runes for its spells), or similarly a staff of water, of earth, of fire (which save the corresponding runes). On the other hand, at higher magic levels you might consider getting other special staves that don't save these runes, but give you a magic bonus, i.e., increase the strength of your attack.

∙ 14y agoYou will be able to construct the Skull Sceptre after obtaining all of its four parts, each obtainable by killing monsters in the Stronghold of Security, which has its entrance in the center of the Barbarian Village.
The four parts are:
Left half of skull, obtained by killing Ankous on level four of the SoS.
Right half of skull, obtained by killing Minotaurs on level one of the SoS.
Top half of staff, obtained by killing Catablepons on level three of the SoS.
Bottom half of staff, obtained by killing Fleshcrawlers on level two of the SoS.
Note that each item is a rather rare drop, so it may take many kills of each creature before obtaining the Skull Sceptre part.

Nope, f2p can get certain runecrafting staves too. You just need to get a tailsman staff, a air tailsman and most importantly, at least 50 Runecrafting to get the air runecrafting staff.
