It was a free item a couple years back. I'm not sure if you can still get it, but you may be able to get it when the Club Penguin band comes back. I doubt it though, since it was a free item it may be a one time only thing. keep an eye out for it.

you can get a shirt that says penguin band in club penguin only by buying a toy (real not online)and then when you enter the secret code you can get the shirt for free! you cannot buy the shirt on club penguin anymore because early in 2008 you had to be a member and buy the shirt.
