TM 28 Dig is available in the northern part of route 4
At the end of a long road to begin the route, there will be sand, and after the sand, the road will split into two, one road going to the left and one continuing up.
To get Dig, take the road that goes left and follow it until you see a little opening in the corner.
There should be a house there with miners inside, and if you talk to one of them, they will give you Dig.
