well when u enter the tunnel in Goldenrod City, if u enter from the north entrance keep going until you see the first turn to ur right talk to the team rocket there and he will give u the suit :) hope i have been a good help!
ohh one more thing if u enter from the south entrance keep going past the first turn and turn right at the second......:)
