The house with the team rocket disguise is in the goldenrod tunnel, but you can't keep it forever. You have to return it. If you want to keep it, I'd recommend buying an action repay and putting disguise codes in it.

You have to find the studio. You have to go in the basement underneath Goldenrod City. If you take the entrance near the Name Rater, go down the stairs and enter the studio (you should see the Team Rocket grunt there). If you take the entrance near Bill's mom's house, after going down the stairs you have to walk up the hallway until the see the Team Rocket grunt.
