Well first you'll need the sliph scope from rocket HQ then go to lavender town into the Pokemon tower if you don't have sliph scope then ghosts will just appear then you may need to fight channelers along your way when you get to last stairs you fight a lvl.30 marowak while then after you beat marowak fight rockets and save mr.fuji then you'll be at his house i think and talk to him he will give you the Pokeflute (this can be for Pokemon blue/red i think)
