The other answer is talking about the lug nut locks. If a mechanic charges you more then $20 he is ripping you off (but the lugs are no good any more).
Simply take a socket that will barely fit over the end of the lock, use a hammer to knock it on a little. Then use a socket wrench to wrench it off...
Make sure you use lefty loosey, righty tighty, so you are turning your wrench counter clockwise.

We have an older Ranger, but I suspect the spare tire is similar. I think you need to find the long-handled speed wrench that should be in your tool compartment in the cab. The spare tire is under the rear of the truck and is held up by a cable. You engage the speed handle into a socket and turn it and it lowers the spare.
