Yes you can get it it`s an event in heart gold or soul silver you use the relocator and you get it.
The lock capsule is currently useless (and unable to open), but is speculated to be of some use in Pokemon Black and White.
you have to get the lock capsule event in hg or ss and tranfer it to black and white
You get TM 95 Snarl and you go to Castelia City to get the Pokemon Relocator. This allows you to transfer the Lock Capsule

Mr. Lock wants the Lock Capsule. He will open it and give you the TM95, Snarl, which was apparently inside. The Lock Capsule is a currently unreleased, event exclusive key item for HeartGold and SoulSilver. It can be transferred to Black and White by using the Relocator, available in the main menu after telling the scientist in the same room a two part secret code; "Everyone Happy, Simple Connection".
It can be traded to Pokemon Black or White to obtain TM95 Snarl after being given to Mr. Lock in Castelia City.
The lock capsul is a rare key item. the lock capsule is used to get the Pokemon ZOROARK's special move "snarl"/"bark out" - depending on what country you are in. To use it you must have it on Heart gold, Soul Silver, Platinum, Diamond or pearl. Then use Black and Whites "re locator" and it should be moved over to black or white. Then take it to a clown near the man that gives you the re locator and he will unlock the TM.
The Lock Capsule is a rare item that you obtain in an event in Pokemon HG/SS it contains the attack dark bark for when you obtain zoroark on black and white. To get it from the old games since it is a key item, on black and white you must go to a special building in Castelia City on the most northern road (building ton the left side) and up stairs a scientist will ask you for a password, first reply "Everyone Happy" then he'll ask for a second then reply "Easy Connection". this will give you the relocater to send event items from previous games to this game (Shiny Event Suicune, Raikou, And Entei; Event Celebi for Zorua; and The Lock Capsule). YOU CANNOT SEND ANY OTHER ITEMS OR POKEMON TO BLACK AND WHITE USING THIS METHOD, YOU MUST WAIT TO UNLOCK POKETRANSFER

Snarl cannot currently be found in Black and White. It had been available on a special distribution Zoroark that was given out at Toys 'R' Us stores however the actual TM of Snarl has not been released.
