Go to the poke-mart and the delivery man will give it to you. It is useless in Pokemon Heartgold and Soulsilver but if you send it to the new games Pokemon Black and White with a special tool called the transfer machine in black and white. Then take it to a man named Mr. Lock and he'll unlock it and he will give you the brand-new TM 95 Bark Out. (Note: Do NOT use if you do not have black or white. If you do get one of the games, NEVER use the code twice because he transfer machine will only allow you to transfer the lock capsule once so the next lock capsule will be stuck in your bag forever)
