Where do you get the radio extension in heartgold?

You have to go to Lavender town and talk to the old man in the radio tower. He will give you the card and then when you manually move the range to the top of the radio, you can play Flute music and wake up the large Pokemon in front of Digglits Cave. I hope this helped!
