You play the other two guys at the Pub on your second trip there.

When you arrive at the Pub, play the first player and beat him to win a rowboat ticket. Take a photo and go back to Mews, but it is only some old tires.

Go back to Loch Ness and play the other two players, and get a submarine ticket. But when you show them the photo, it turns out to be a movie prop. The first player arrives to challenge you again, but accuses you of cheating when you win. The bartender gives you a pennywhistle, and you can take the rowboat out alone to find Nessie.
