You get it in kings coal kill the ice elements if you can't find then add damian430!
Another guy here:
First you have to unlock the place called Kingcoal. There you will see a monster named, Ice element or something like that. Defeat those and soon you will be rewarded with a Cold Rune Edge! It took me like 5-10 minutes to get it. Hope you like the sword its a very nice weapon :)
