As of the newest forge, no.
To get the Blood and Bones mod pack to work with Minecraft, first ensure you have the correct version of Minecraft that the mod pack supports. Download and install a mod loader like Forge or Fabric, which is required for most mod packs. Next, download the Blood and Bones mod pack from a trusted site like CurseForge, and place it in the "mods" folder within your Minecraft directory. Finally, launch Minecraft using the mod loader profile to start playing with the mod pack.
Mod Loader is the only mod that will allow your client to run more than one mod at once. It is very safe!
If your taking about minecraft "Forge mod loader" than no. the only thing it does is let you install mods quickly and efficiently.
GO to ragusumis mods...type in modloader download scroll down until you see it next to his other mods and download it
All you have to do is delete your .minecraft folder and run Minecraft agian. It will make a new one, then try installing it agian.
I don't really know but you might need a mod-loader or mabye see tutorials on how to get the pixelmon mod without the mod-loader.So really im not an expert
there is more than one type of mod loader for minecraft, so it's quite confusing. there is TFC'S mod manager, which has a gui but i haven't used yet, and there is risugami's modloader, which prevents conflicts and writes proper error reports so you can understand (partially) what the hell just happened when i dropped my diamond hoe (or something like that).
If you are non-outside loader, just run around, If you are ok with outside load, just load MCEdit, set filter to Netherrack and go there.
