You can't but if you have Pokemon Pearl, you catch Palkia and Giratina and trade Dialga in Diamond. Same for Diamond, just Trade Palkia to Diamond. In PlatinumCatch Giratina, Uxie, Mesprit and Azelf. Go to Celectic Town Ruins and press A at the painting. Cynthia will talk to you. Speak to the elder and read the book, go to Spear Pillar and Dialga and Palkia's Portals will be there.

Then, battle Cyrus for the last time and you will have one opportunity to catch Palkia. If you miss him, then you'll have to reload or start over so be sure to save just before the battle with Cyrus.
