You can only use the rowboat alone when you have the Pennywhistle, which you get from the pub after beating the first darts player again.

Go to the pub and get a submarine ticket by beating the other two players. Take the ride, get a photo, and show it to them. But it is just a movie prop. The first darts player returns, but when you beat him, he accuses you of cheating. The bartender gives you a pennywhistle. Take the rowboat out as far left as you can go and use the whistle.
